bill of indictment
The name properly applied to that paper which contains a criminal charge, before the paper is handed out to the grand jury. After it is found and all the blanks are filled in, it is called an "indictment." When it is thus made perfect, it must be decided to be valid or invalid, according to the requirements of the law.
