The period commencing with the legal end of a war, that is, with the exchange of peace treaties or the ratification of a peace treaty. 56 Am J1st War § 13. In the United States, following a war, the time of peace begins when the President has by his proclamation announced that hostilities are at an end, and when Congress by its legislation has recognized the same fact.
