subject matter of statute
In general, the same as subject of statute. If there is any difference between "subject of statute" and "subject matter of statute," it is in respect to the offices which they respectively perform, the word "subject" indicating the chief thing to which the statute relates, and "matter" the things which are secondary, subordinate, or incidental. 50 Am J1st Stat § 191.
