Quando aliquid prohibetur, prohibetur et omne per quod devenitur ad illud
When anything is prohibited, every means by which the thing may be accomplished is also prohibited. When the thing done is substantially that which was by the statute prohibited, it falls within the statute, simply because, according to the true construction of the statute, it is the thing thereby prohibited.
