private use
The use of public funds, public property, or the powers of government for such a purpose or in such a manner that it is not a public use. Under the settled doctrine that a municipal corporation cannot use its funds to promote a private commercial enterprise, a management and use of land as a street to promote the interests of merchants and traders who might occupy it, and to furnish better facilities for doing business and making profits, is not a public, but a private use of the land.
