permissive franchise
A franchise to be exploited only as the grantee thereof sees fit to exploit it, except as he is influenced toward exploitation by the right of the municipality which granted the franchise to forfeit it for nonuser. Murray v Roberts (CA2 NY) 103 F2d 889.
