A formal document issued by a competent officer of a sovereign state or nation to a citizen or subject of the state or nation, certifying his citizenship or allegiance, addressed to foreign powers, and requesting that the bearer of it pass freely and safely. 40 Am J1st Pass § 1. As issued by the United States Secretary of State, a political document by which the bearer is recognized in foreign countries as an American citizen, and which by usage and the law of nations is received as evidence of the fact. A document issued in time of war, under the authority of the government of one of the belligerents, entitling the person to whom it is issued to pass through the country of that belligerent. A document issued in time of war, under the authority of a government which is neutral, entitling a vessel to sail on a proposed voyage to the country of one of the belligerents.
