An expenditure which a municipality is reasonably required to make in order to carry on its work and perform its duties. Anno: 113 ALR 1204. Such an expense as is incurred in procuring those things without which the peace and order of the community, its moral interests, and the protection of property would suffer. Fawcett v Mt. Airy, 134 NC 125, 45 SE 1029.
