Any abnormal condition of the mind, regardless of its medical label, which substantially affects mental or emotional processes and substantially impairs behavior controls. A witness who has a "mental disqualification" is one who has not the capacity to receive, to record, and to recall impressions and to testify intelligently concerning them.
