general saving provision
A provision of constitution or statute intended to prevent the retrospective operation of the repeal of a statute by providing that the repeal of a statute shall not affect any right, liability, or penalty accrued or arising prior to the effective date of the repealing statute. 50 Am J1st Stat §§ 573, 574.
