A hearing in which ample opportunity is afforded to all parties to make, by evidence and argument, a showing fairly adequate to establish the propriety or impropriety, from the standpoint of justice and law, of the steps asked to be taken. 2 Am J2d Admin L § 415. The right to a full hearing in a quasi-judicial proceeding conducted by an administrative agency embraces not only the right to present evidence, but also a reasonable opportunity to know the claims of the opposing party and to meet them. The full hearing upon which the Packers and Stockyards Act conditions the power of the Secretary of Agriculture to fix maximum rates to be charged by market agencies at stockyards requires that the agencies under investigation be fairly advised of what the government proposes and be heard upon its proposals before it issues its final command, even where the proceeding is not of an adversary character but is initiated as a general inquiry.
