free government
A government of the republican form, the powers of which are divided between departments, preferably, legislative, executive, and judicial, each of which is separate from the others, neither being subordinated to nor encroaching upon the functions of the others, and each operating as a check upon the activities of the others, thereby preventing the usurpation of absolute power by any one of the separate departments.
