Within the meaning of the Federal Food, Drug, and Cosmetic Act, a drug which consists in whole or in part of any filthy, putrid, or decomposed substance; or which has been prepared, packed, or held under unsanitary conditions whereby it may have been contaminated or rendered injurious to health; or which is in a container of a poisonous substance which renders it injurious to health; or which is colored by a coal-tar preparation that has not been certified in accordance with the statute; or is represented to be a drug recognized in an official compendium and it falls below the standard of purity or quality set by the compendium; or if it is not of the quality and purity represented; or if any substance has been mixed therewith so as to reduce its quality and strength. 21 USC § 351.
