A constitutional guaranty under the First Amendment, and the due process clause of the Fourteenth Amendment, to the Constitution of the United States and the provisions of some state constitutions, embracing the two concepts of freedom to believe and freedom to act, the first being absolute and beyond interference by legislation, the second being subject to regulation to prevent acts subversive of the civil government or otherwise criminal.
