Liberty and freedom of speech under the Constitution do not mean the unrestrained right to do and say what one pleases at all times and under all circumstances, and certainly they do not mean that, contrary to the will of Congress, one may make of the post office establishment an agency for the publication of his views of the character and conduct of others, as distinguished from the carriage of the mails.
