All legislation involves classification. Prohibited class legislation, which is what the term implies, is nothing more than the other side of the shield of the guaranty of equal protection of the laws; it is legislation which discriminates against some and favors others. 16 Am J2d Const L § 494; legislation which denies to one rights which are accorded to others, or inflicts upon one individual a more severe penalty than is imposed upon another in like case offending.
