The federal agency, established in 1930, responsible for the administration of federal statutes providing direct benefits for veterans and their dependents, their duties, powers, and functions being in part those formerly vested in various hospitals, bureaus, agencies, and offices of the federal government. 56 Am J1st Vet & V A § 3.
