The power to make treaties with foreign nations, such being given by the United States Constitution to the President acting with the advice and consent of the Senate, any treaty requiring the concurrence of two-thirds of the senators present. 52 Am J1st Treat § 7. By the United States Constitution, the several states are prohibited from entering into any treaty, alliance, or confederation, and they shall not, without the consent of Congress, enter into a compact with another state or with a foreign power. US Const Art 1 § 10.
