A power inherent in sovereignty and unlimited in the absence of constitutional restrictions, but subject in its exercise to the discretion of the authorities in whom it is reposed, the principal check against its abuse resting in the responsibility of the members of the legislature to their constituents. 51 Am J1st Tax § 39. A power of the state which is one of the attributes of sovereignty inherent in every form of government whether or not it is authorized by a constitution. People ex rel.
