saving clause
A clause in a statute stating that the valid provisions will be enforced in spite of any judicial determination that certain parts of the action are unconstitutional. 16 Am J2d Const L § 187. A restriction in a repealing act, saving rights, pending proceedings, penalties, etc., from the annihilation which would result from unrestricted repeal. State ex rel. Crow v St. Louis, 174 Mo 125, 73 SW 623.
