right of approach
The right of a belligerent to visit a ship at sea to determine her nationality. The right to visit and search merchant ships on the high seas, whatever be the ships, the cargoes, the destinations, is an incontestable right of the lawfully commissioned cruisers of a belligerent nation, but it should be exercised with as much regard to the safety of the vessel detained as is consistent with a thorough examination of her character and voyage. 56 Am J1st War § 152.
