revenue bill
A bill introduced in Congress for the raising of revenue for the support of the government and the payment of the expenses incurred in governmental activities. A bill for levying taxes in the strict sense of the term, its distinguished from a bill for a purpose which incidentally may include the rinsing of revenue. Annotation: 4 ALR2d 976, 980 et seq; a bill which must originate in the House of Representatives. US Const Art I § 7, cl 1. "Mr. Justice Story (I Story, Const § 880) has well said that the practical construction of the Constitution and the history of the constitutional provision in question (article 1, section 7) Proves that revenue bills are those that levy taxes in the strict sense of the word, and are not bills for other purposes which may incidentally create revenue."
