Indians living on Indian reserva tions. While they are so living, the jurisdiction of the Federal Government over their tribes, and over the members of such tribes, is exclusive, and they cannot be controlled or governed by the laws of the state within which the reservations are located, except as such laws are specifically authorized by Congress or clearly do not interfere with federal policies concerning Indian reservations.
