per annulum et baculum
By the ring and staff. Prior to the time of Pope Gregory VII, in the eleventh century, all bishops were appointed by the king, the usual method of investiture being a delivery by the king to the bishop of a ring and pastoral staff or crosier. This was known as investiture per annulum et baculum. See 1 Bl Comm 378.
