The representatives of the state itself; the state itself, as where a criminal prosecution is entitled as by "The People of the State." As the expression is used in some connections, such as with reference to enjoyment of the public waters within the state, it includes all people lawfully within the state, whether of the state, in the sense of being residents thereof or otherwise.
