The certificate of a notary public living nearest the place of a fire, the loss under which is covered by an insurance policy, stating that he has examined the circumstances and believes that the insured has actually sustained loss to the amount specified in the certificate. 29A Am J Rev ed Ins § 1405. Broadly, any certification made by a notary public in an official capacity.
