A private company organized for the purpose of constructing and operating irrigation works as an independent business enterprise. A mutual company of individual landowners in association for the purpose of obtaining water and using it for the irrigation of their own lands. A company organized for the purpose of the purchase and development of tracts of arid land and the construction of irrigation works in connection with the enterprise, with the view of the subsequent sale of smaller tracts with appurtenant irrigation rights. 30 Am J Rev ed Irrig § 46. A public utility subject to regulation and control as such where it holds itself out generally to serve for compensation all who may apply for water within the area served by its irrigation system. 30 Am J Rev ed Irrig § 47.
