Police regulations, designed to safeguard the public against fraud, imposition, or injury and to promote the public health, safety, and welfare, by providing for the examination or inspection of property by an authorized public official in order to determine whether prescribed standards are met by compliance therewith. Characterized by concern with the quality of the article, the form, capacity, dimensions, and weight of a package, the manner of putting up, and the markings and brandings of various kinds, all these matters being supervised by a public officer having authority to pass or not to pass the article as lawful merchandise, according to the prescribed requirements.
