Eastman formula
A formula, said to have been suggested to Congress by Commissioner Eastman of the Interstate Commerce Commission, that fixed charges, under a plan for the reorganization of a railroad, should not exceed eighty per cent of the net available for interest in the three worst years of the last ten.
