The use, control, supply, movement, distribution, exchange, interchange, and return of locomotives, cars, and other vehicles used in the transportation of property, including special types of equipment, and the supply of trains. 49 USC § 1(10). The term imports the instrumentalities of the service of transportation, not transportation itself. Cars and locomotives, like tracks and terminals, are the instrumentalities. The Esch car service act made these instrumentalities available in emergencies to a carrier other than the owner, making provision for the movement, distribution, exchange, interchange, and return of locomotives, cars, arid other vehicles used in the transportation of property.
