tonnage duty
A charge on a vessel, according to its tonnage, as an instrument of commerce, for entering or leaving a port, or navigating the public waters of the country; any tax for the bare privilege of entering a port and navigating the navigable waters of the state. 51 Am J1st Tax § 108.
