parliamentary law
The body of law which governs the conduct of the meeting of a legislative body. Such rules are quite different from constitutional provisions which the people have set up as defining and limiting the powers and duties of the legislature. The former are subject to revocation and modification at the pleasure of the body creating them, while the latter are the law of its being, and prescribe the terms upon which it has power to act at all.
