The charge made for the issuance of a license, such being a tax where imposed for revenue, not merely to defray the expense of issuing the license. An imposition or exaction on the right to use or dispose of property, to pursue a business, occupation, or calling, or to exercise a privilege. 33 Am J1st Lic § 2.
