The performance of duties imposed upon a municipal corporation by the state as a part of the sovereignty of the state to be exercised by the municipality for the benefit of the whole public living both within and without the corporate limits. Pass Christian v Fernandez, 100 Miss 76, 56 So 329. The functions of a municipal corporation which are to be exercised, not only in the interest of the inhabitants, but also in advancing the public good or welfare as affecting the public generally, including the promotion of public peace, health, safety, and morals. 37 Am J1st Mun Corp § 114. Acts performed by a municipality for the common good of all, not for the special benefit or profit of the corporate entity. 38 Am J1st Mun Corp § 574.
